Meet Our New Contracts Manager: A Proven Leader in Public Procurement

We’re excited to welcome Jessica Leasure, our new Contracts Manager, who joins us with a strong background in Arizona school district procurement.

Jessica has established herself as a leader in Arizona public procurement over the past several years, launching Buyer Bootcamp to support professionals new to the field, and being elected as AASBO’s Director of Purchasing. Her deep expertise will ensure that our contracting program continues to be the compliant and competitive resource our members and contract vendors rely on. We look forward to the valuable insight she brings as we continue to strengthen our ability to meet our members’ needs.

Jessica Leasure, Contracts Manager

  • Work Life:
    How did you get into public procurement?
    — I was an administrative secretary for Glendale Elementary and moved into the purchasing office when a position opened. I fell in love with the rules and the ‘whys’ of public procurement.

    What motivates you?
    — I am motivated by opportunities to learn new things and improve my skills. When I see progress, whether in myself, my team or a project, it gives me a huge sense of accomplishment.

    If you could change one thing, professional or personal, what would that be?
    — Until Monday, I would have said I would love to change my commute. That is no longer a problem! I am hoping that this new adventure helps to bring a better work/life balance.

    What are you most excited about with your move to Mohave?
    — I have always admired the work that Mohave has done and the support they offer as a bridge between vendors and school districts. I am so excited to get to learn the Mohave way and help to further that consistent excellence.

    Kids & Pets?
    — Two kids, Harley & Hannah. Two dogs, Lyra & Comet.

    Dream vacation spot?
    — Ireland!

    Favorite book or movie/hobbies?
    — Lord of the Rings, dystopian fantasy books, photography.

    Biggest pet peeves?
    — Slow walkers at Costco that stop in front of you in the middle of an aisle.

SNAAZ 69th Annual State Conference: A Day of Inspiration and Networking

The School Nutrition Association of Arizona (SNAAZ) hosted its 69th Annual State Conference on Saturday, November 8, 2025, at the Phoenix Convention Center. This event proved once again to be the must-attend gathering for professionals passionate about feeding minds and fueling futures. The conference, crafted by the amazing planning team, brought immense value to everyone in attendance, from industry partners to frontline heroes and district-level leaders.

The core of the day focused on incredible learning opportunities designed to level up skills for child nutrition professionals.

Highlights from the educational blocks included:

  • Empower & Elevate: Coaching Teams for Peak Performance
  • How You Can Make an Impact in Legislative Efforts for AZ Kids

A central feature of the conference was the Industry Exhibitor Show, which boasted 120+ booths packed with the newest products, equipment, and tech. Attendees had the opportunity to discover what is fresh, fun, and functional. The Exhibit Show was a hub for valuable networking opportunities, offering hands-on product demonstrations and insights into solutions that support healthy, nutritious meals in Arizona schools.

Chelseya Molner, Mohave Outreach Specialist, shined at booth design again this year, winning Mohave ASPIN the title of Best Booth, highlighting the theme “Hoverboards and Hot Lunches”. Mohave ASPIN wants to thank all the attendees and industry partners for visiting our booth. The team valued the opportunity to engage directly with attendees, share best practices, and demonstrate our continued commitment to advancing child nutrition in Arizona.

How to Do Business with Tribal Agencies and Schools

On Wednesday, October 22, 2025, Mohave hosted a webinar for our Contract Vendors focused on how to successfully do business with tribal agencies and schools. A total of 49 contract vendors attended, along with members of the Mohave staff. The session was presented by Chuck Hink, Director Public Development, Pueblo Mechanical and Controls, LLC., and Michael Carter, CPPB, NIGP-CPP.

Doing business on tribal lands is unique because each tribe operates as a sovereign nation with its own governance, laws, and deeply rooted cultural traditions that continue to be honored and practiced today. Developing an understanding of and respect for these cultures is essential to building successful business relationships. In addition, tribal governments have specific requirements and procedures for conducting business on their lands. The webinar provided valuable guidance on where to find this information and how to prepare before meeting with tribal representatives.

The primary goal of the session was to help Contract Vendors who are interested in providing products or services to tribal communities. Topics included:

  • Practical tips for building trust and long-term relationships.
  • The fundamentals of tribal sovereignty and its impact on contracting and procurement.
  • What tribal agencies look for in contractors and vendors, and opportunities for tribal members.
  • Common pitfalls to avoid and best practices that lead to success.

We also included interactive Question and Answer sessions throughout the webinar and at the conclusion.
